Business ServicesOperational Strategy Development for a Parking Operations and Equipment Services Company


The parking operations business involves leasing or acquiring parking facilities at large buildings or standalone structures, installing parking control systems, and leveraging operational expertise to maximize parking revenue. Since the mid-2000s, branded parking operators managing large-scale facilities have emerged, and recent advancements in ICT technologies have accelerated the adoption of unmanned systems, including automated control systems and parking payment applications. The parking equipment services business complements this by developing, selling, and maintaining parking control systems such as license plate recognition and automated payment systems, which are essential for parking facility operators.

Our client, a leading domestic player in parking operations and equipment services, began with parking management and expanded into equipment services through the development of advanced parking control systems. Recently, they have further strengthened their competitive position by developing parking applications and partnering with mechanical parking system providers. The company is also tasked with a strategic role of providing a platform foundation for new business initiatives within its group while ensuring a stable operational base.

However, increasing competition has led to challenges such as difficulties in securing new parking facilities, retention issues with existing facilities, and declining profitability due to rising lease costs. These hurdles have raised questions about the company’s internal operational framework and its ability to fulfill its strategic role effectively.

In response, Looxent partnered with the client to design an operational strategy aimed at achieving long-term business objectives, fulfilling strategic responsibilities, and enabling synergies for future partnerships and M&A activities.

Diagnostic Phase and Key Initiatives

In the diagnostic phase, we identified operational issues from the dual perspectives of platform-based growth and profitability enhancement to secure a stable business foundation. Based on these insights, we defined actionable solutions and selected three core initiatives along with five synergy projects. For the three core initiatives, we collaborated with the client’s team to establish concrete execution plans, develop necessary databases, and create comprehensive checklists. Key initiatives included:

  • Pipeline Database Development: A centralized database to manage potential sales targets systematically.
  • Target Customer Selection and Sales Strategy: Established a framework for assessing business impact and strategic alignment to prioritize target customers and develop tailored sales strategies.
  • Proposal Competitiveness Enhancement: Standardized and refined site assessment templates and proposal checklists to strengthen proposal quality.
  • Process Redesign: Redefined team roles and responsibilities (R&R) and established “To-Be” processes covering the entire workflow from site setup to contract renewals.
  • Synergy Realization Strategy: Defined synergy opportunities in strategic partnerships and M&A, focusing on equipment development and service infrastructure.
  • Post-Merger Integration (PMI) Structure: Designed an integration management structure, including clear organizational roles and responsibilities.

Collaboration and Execution

The client expressed strong alignment with the necessity of implementing these initiatives and appreciated Looxent’s practical, actionable recommendations. Our approach emphasized collaboration and communication with the client’s operational teams, ensuring that strategies were grounded in their realities. This alignment facilitated the development of execution plans that were not only theoretical but also practical and readily implementable.
