This project was executed across two primary scopes: elevating the integrated procurement system and processes, and formulating and implementing a unified procurement strategy. The focus was on maximizing procurement efficiency, driving cost savings, and strengthening data-driven decision-making capabilities.

Integrated Procurement System and Process Optimization

1. Development of a Procurement Database:

  • Procurement items were classified into Sourcing Groups (SG), and a comprehensive Spend Database (DB) was developed by consolidating usage and cost data.
  • This provided a foundation for prioritizing procurement items and identifying potential areas for improvement.

2. Design of Strategic Procurement Processes:

  • Standardized the procurement process across all stages to enhance organizational efficiency.
  • Identified savings opportunities for key SGs and set strategic directions.
  • Conducted interviews with internal stakeholders to address gaps between current and expected roles, devising actionable solutions to overcome them.

3. Proposal for IT Solution Adoption:

  • Recommended implementing IT solutions to automate procurement processes and manage the Spend DB.
  • This strengthened both the sustainability and efficiency of procurement operations.

Integrated Procurement Strategy Development and Execution

1. Cost Reduction Strategies via CSS Analysis:

  • Conducted a Current Sourcing Strategy (CSS) analysis for each SG to identify cost-saving opportunities:
    • Volume Consolidation: Combined multiple procurement items to leverage bulk negotiations and reduce unit costs.
    • Specification Optimization: Eliminated unnecessary specifications while maintaining quality and performance for cost efficiency.
    • Supplier Optimization: Redesigned supplier structures to drive competition and enhance negotiation leverage.
  • Developed and implemented tailored cost-saving strategies for each SG.

2. RFP Process for Enhanced Negotiation Power:

  • Designed and executed an RFP (Request for Proposal) process to identify new suppliers and renegotiate existing contracts.
  • Leveraged supplier competition to secure favorable contract terms and reduce costs.

3. Strategic Execution and Monitoring Framework:

  • Established execution plans for each SG and implemented a real-time monitoring system to track performance against cost-saving targets.
  • Dynamically adjusted plans based on progress and facilitated collaboration between the procurement team and operational departments to drive continuous improvement.

4. Standardization and Sustainability of Procurement Practices:

  • Completed standardization of procurement items based on project data.
  • This enhanced the efficiency of future procurement strategies and established a sustainable procurement management framework.
